In 1999, a handful of individuals, which included, Northern California first responders, (police officers, firefighters, 9-1-1 dispatchers, EMS members), clinicians and a chaplain came together to discuss and plan how to help fellow first responders overwhelmed by the debilitating impact of critical incident stress. Among that group were a few individuals who had attended The On-Site Academy in Massachusetts prior to 1999 because they were overwhelmed by the impact of critical incident stress, and they could not find the needed help on the West Coast. Experiencing how deeply their lives were affected and changed from the program at On-Site, they knew that there was a need for a similar program on the West Coast.

Police officers and firefighters put their lives on the line for us each and every day and face hardships that most of us will never have to know. They are the first people on the scene when an emergency strikes and willing to do whatever it takes to save and protect.

The Gary Sinise Foundation was established under the philanthropic direction of a forty-year advocate for our nation's defenders, actor Gary Sinise. Each of the Foundation's programs originated from Gary's personal relationships with our nation's service community and a wide range of nonprofits he had supported for decades. Ever aware of the gaps of care these deserving heroes often encounter, he was inspired to serve them – always giving a little more. With the creation of the Gary Sinise Foundation, his crusade now supports all those who sacrifice on our behalf: active duty, veterans, first responders, and their loved ones. Each program shows appreciation for America's heroes through entertainment, family support, and acts of gratitude.
