The Narcotics Division (ND) of the Security Bureau is tasked with co-ordinating policies and measures across the public sector, non-government organisations (NGOs) and the community to combat the problem of drug abuse. It also assists in the fight against money laundering and terrorist financing.
Headed by the Commissioner for Narcotics, ND join hands with the Action Committee Against Narcotics to combat the drug abuse problem through following five-pronged strategy -
Enactment of and review on legislation to target illegal supply, trafficking and use of psychotropic substances and law enforcement by the Police and the Customs and Excise Department;
Preventive education and publicity programmes organised by ND, other departments, and community partners and non-government organisations;
Treatment and rehabilitation services for drug dependent persons;
Research work facilitating the formulation of anti-drug strategies and programmes; and
External co-operation enabling joint actions and exchange of information on anti-drug matters with Mainland and overseas authorities.

The National Association of State Alcohol and Drug Abuse Directors, Inc. (NASADAD) is a private, not-for-profit educational, scientific, and informational organization. The Association was originally incorporated in 1971 to serve State Drug Agency Directors, and then in 1978 the membership was expanded to include State Alcoholism Agency Directors.
NASADAD’s basic purpose is to foster and support the development of effective alcohol and other drug abuse prevention and treatment programs throughout every State. The Board of Directors is composed of a President, First Vice President, Vice President for Treatment, Vice President for Internal Affairs, Vice President for Prevention, Past President, Secretary, and Treasurer, as well as 10 regional representatives elected by the Association members in the region. The Washington, DC, office is headed by an Executive Director and includes divisions concerned with Research and Program Applications, Prevention Services, and Public Policy.

Our work focuses on the safety of the most vulnerable communities in the United States, Sweden, Mexico, and Brazil. NNSC’s mission is to create safer communities. We are committed to utilizing our evidence-based strategies and support and outreach resources to protect the most vulnerable people in the most vulnerable places.
NNSC achieves this goal in a variety of time-tested ways: by strengthening community norms against offending, communicating directly with high-risk people to deter violence, using a minimum of law enforcement, helping group members succeed in their lives, and enhancing the legitimacy of law enforcement, especially police, to make communities safer. We collaborate closely with city governments, law enforcement agencies, and community representatives to realign policy and practice with community priorities and available evidence.
