E3 Network started as an idea among a group of agencies in five European countries. Following an invitation by Otto Pril in the fall of 1977, agency principals from Belgium, Denmark, Germany, England and Switzerland met in Venlo, NL to discuss the possibility of building a European network and formalizing their association.
The group soon developed by-laws and regulations and set about creating a limited company based in Switzerland. However, new legal restrictions imposed by the Swiss Government to curb the influx of foreign capital almost brought an end to the project. A solution was found when the group accepted the advice of a Swiss lawyer in forming an association instead of a company. The following spring, the new group held a meeting in Switzerland where the first draft of the by-laws was presented.
The Arts Service aims to support and promote a wide range of activities and events, provide information about sources of arts funding, and offer advice about other available resources and help in making arts funding applications. We can also help with planning and coordinating arts activities and events for local festivals and galas.

The Adolph and Esther Gottlieb Foundation has been operating since 1976 with two main purposes. We offer grants to individual visual artists through two programs: an annual Individual Support Grant and a separate program to assist visual artists in cases of catastrophic events through an Emergency Grant program. We also maintain an archive on the art and life of Adolph Gottlieb and organize exhibitions of his art and that of others.

The Iowa Department of Cultural Affairs empowers Iowans to build and sustain culturally vibrant communities by connecting to the people, places and points of pride that define our state. Through its divisions — the Iowa Arts Council; the State Historical Society of Iowa and State Historic Preservation Office; and Produce Iowa, the state office of film and media production — the department helps Iowans use art, history, film and culture to boost the creative economy and make Iowa an attractive place to visit, live, work and play.
